Department Summary:

The University of California Agriculture and Natural Resources (UC ANR) is a highly complex organization with operations located in 58 county offices, on three campuses, with ten research and extension centers throughout the State of California. This position will gain knowledge of the policies, procedures and technicalities of the various accounting and budget systems used by UC Berkeley, UC Riverside, UC Davis, and the Office of the President.

Help manage UCANR's budget of $300 million over a variety of funds ranging from federal, state, county, extramural, endowments, gifts, sales & service fees, indirect cost recovery fees, and program fees. These funds are deployed throughout California utilizing multiple financial systems.

Position Summary:

Under general direction of the Associate Director, provides simple to moderate fiscal, analytical, administrative support to the Resource Planning and Management Unit.

As a Financial Analyst 2: Professional who applies acquired job skills, policies, and procedures to complete substantive assignments, projects, tasks of moderate scope and complexity; exercises judgment within defined guidelines and practices to determine appropriate action. Use practical and strategic judgment to select appropriate methods and techniques for determining effective solutions. Offer analytical support for budgeting, financial, and resource analysis initiatives. Assist with business process analysis, strategic planning, budget development, and financial procedures. Demonstrate Intermediate knowledge of industry practices, as well as organizational policies and procedures.

Key skills include uses of professional concepts. Applies organizational policies and procedures to resolve various issues. Works on problems of limited to moderate scope where analysis of situations or data requires a review of multiple factors. Exercises judgment within defined procedures and practices to determine appropriate action. Contacts are primarily internal to the department but may also be external.

This position is a contract appointment that is 100% fixed, and ends two years from date of hire with the possibility of extension if funding permits.

The home department for this position is Resource Planning & Management. While this position normally is based in Oakland, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Pay Scale: $31.95/hour to $43.87/hour

Fiscal Management and Administration: Applies basic financial concepts in budget planning and administrative support to Associate Director. Prepare Administration, analysis, monitoring of financial transactions related to payroll, purchasing, accounts payable, accounts receivable, and other business functions including effort reporting, cost share commitment reporting; verify and reconcile reports with payroll data, recharges and back up documentation and initiate steps to correct erroneous or inaccurate charges; monitor all Aggie Enterprise related state general fund financial activities in compliance with federal, state, UC, and other regulatory agencies for submitting final quarterly financial reports analysis as necessary, preparation and administration, perform all steps related to fiscal close. Maintain financial controls and files regarding annotation and retention of extramural financial records, in compliance with federal, state, university policies and procedures.

Position Management & Data Change Forms: Coordinate staff and academic personnel recruitments, as needed, including support for statewide search committees.

Provide advice and guidance on academic, and staff personnel policies and procedures as requested by unit Director.

Consult with internal, external, financial analyst to provide new CCOA funding information, FTE, and career status information.

Analyze the allocation of these resources, both current and historic. Validate projections for permanent and temporary budget allocations. Review appropriate financial reports. Use current processes for tracking budget variances. Review procedures to ensure compliance with UC policies, account structure creation, distribution of funds, supervision of processing of expenditures on all accounts.

Analytical Support and Journal Process: Work closely with Associate Director and Financial Analyst 3-4 to respond to inquiries from individual faculty, specialists and advisors and colleges and statewide offices. Coordinate ANR systemwide budget process and provide analytical support for managers and administrators as necessary, assisting with budget implementation and allocations and providing analytical reports to directors and leaders on administrative and budgetary issues. Advise various program units to ensure compliance with UC/ANR personnel practices, policies and procedures. Advise various program units to ensure compliance with UC/ANR personnel practices, policies and procedures. Participate in UC systemwide initiative teams as necessary (UC Path, Common Chart of Accounts, ANR Legacy Account cleanup).
