The Superior Court of Sonoma County is a unified trial court committed to access, services, justice, and an unwavering pursuit of excellence, fairness, integrity and accountability. Currently, the bench consists of 21 Judges and 3 Commissioners. Court leadership includes the Presiding Judge as well as Supervising Judges in the Criminal, Civil, Juvenile and Family court divisions.. The Superior Court of Sonoma County hears criminal, civil, family law, probate, juvenile, child support enforcement, traffic and mental health cases. The Court is administered by an Executive Officer and operates a support staff of approximately 200 employees. The fiscal year 2017-2018 budget is approximately $30 million. The Court operates out of four courthouses: Hall of Justice, Civil and Family Law Courthouse, Empire Annex, and Juvenile Justice Center. All courthouses are located within Santa Rosa, Sonoma County. Sonoma County has a population of approximately 500,000.. POSITION OVERVIEW. Under the direction of the Court Executive Officer, the Human Resources Director leads a full service human resources operation, and plans, coordinates and directs the activities of the Human Resources Division (HR). The director also provides professional advice and counsel to the court's management staff in resolution of HR issues; engages in meaningful employee relations with bargaining units, and develops and administers up-to-date policies and procedures.. THE IDEAL CANDIDATE. The Court is seeking a seasoned Human Resources professional with a proven record of innovation and forward thinking, an in-depth professional experience in a wide range of HR functions, including labor relations and negotiations, comprehensive classification and compensation administration, successful recruitment and selection efforts and risk management.. The Director shall possess a Bachelor's degree in Human Resources, Business Administration, or related field; AND six years of professional Human Resources program management experience. The Director shall be an expert in both human resources and labor relations fields in the public sector with extensive knowledge of applicable statutes, rules and policies.. Salary: $59.52 - $70.85 Hourly. $4,761.60 - $5,668.00 Biweekly. $10,316.80 - $12,280.67 Monthly. $123,801.60 - $147,368.00 Annually. JOB DESCRIPTION:. Under general direction of the Court Executive Officer, plans, organizes, implements and coordinates the overall administration of the Human Resources programs.. Typical Duties: Duties that may be assigned include, but are not limited to the following:. Develops and maintains HR policies and procedures; communicates changes in personnel policies and procedures, and employment law, maintains responsibility for compliance with federal and state legislation pertaining to all personnel matters;. Prepares comprehensive written reports with recommendations and implementation procedures to Court Administration and the Executive Committee;. Selects, trains, supervises and evaluates professional and administrative employees in the Human Resource Division, directly and through subordinates.. Plans, coordinates and directs various HR projects and activities to support management in the delivery of services;. Consults with, advises and makes recommendations to court management on performance coaching, counseling and disciplinary issues;. Conducts investigations relative to alleged performance and misconduct issues, employee complaints and grievances and meets with employees and employee organization representatives on such matters;. Interprets and applies personnel policies, rules regulations and provisions of labor agreements;. Participates in labor contract negotiations and assists in the preparation of contract proposals;. Reviews and evaluates training and staff development needs, identifies available training resources and coordinates and/or presents training to staff;. Analyzes duties and responsibilities for classification purposes; determines and recommends proper allocation of positions;. Gathers, tabulates and analyzes salary and benefit data required in the maintenance and/or revision of the Court's compensation plan;. Develops and disseminates recruitment materials and information; conducts outreach recruitment with community and professional organizations, schools and other agencies;. Prepares interview and examination materials; conducts interviews; chairs qualifications appraisal panels; administers performance tests; serves as proctor for written examinations;. May speak to a variety of public and private groups regarding the Court's Human Resources programs; provides information to interested individuals; may make referrals to other agencies;. May develop and maintain a volunteer program for the Court.. Qualifications: Education: Completion of a Bachelor's degree from an accredited four year college or university with a major in Business Administration, Human Resources, Organizational Development, Industrial Psychology, or a closely related field; and,. Experience: Six years of professional experience in Human Resources Management in a public sector, including a minimum of four years supervisory experience in at least two major human resources functions, such as labor relations, recruitment and classification, benefits administration, classification and compensation, or succession planning and training. SHRM-CP or SHRM-SCP hightly preferred.. KNOWLEDGE AND ABILITIES:. Principles and practices of public personnel administration: local, State and Federal law pertaining to employment law, worker's compensation, State unemployment insurance and labor relations; principles, scope and process of collective bargaining; standard negotiating strategies, principles, methods and techniques of position classification, compensation, selection procedure development, interviewing and training; budget techniques and practice; salary administration; grievance procedures; job analysis methods and techniques; management and supervision principles and practices; including retirement, classification and compensation, benefits and benefit administration, application of FMLA, CFRA and workers compensation; employee relations; principles of administration and organization; research methods; federal and state employment regulations and guidelines; data research, compilation and report writing; department rules, policies, procedures and work practices related to job analysis; examination development and management, or other assigned areas of activities; written and oral communications, including language mechanics, syntax and English composition; and interview techniques sufficient to efficiently obtain and evaluate information related to employment..
